LTA Vehicle Ownership Transfer And Deregistration: A Step-By-Step-Guide

When buying or selling a car in Singapore, the final step to a successful transaction is completing a vehicle ownership transfer and/or deregistration process.

In light of relatively recent revisions made to the transfer process, both new and seasoned drivers should familiarise themselves with the updated methods of transfer and deregulation.

Whether you are a new or seasoned driver, this step-by-step guide will help you to understand and take you through the process of transferring and deregistering your vehicle in Singapore.

WHAT’S NEW?

In 2018, the Land Transport Authority (LTA) removed the need for Transaction Pins (TPINs) for transfer of ownership and vehicle deregistration and instead allows applicants to use their SingPass 2FA account to complete their transactions.

This makes buying or selling a car more simple and efficient as you can now complete your transactions on-the-go via your phone using the SingPass Mobile application!

BEFORE YOU TRANSFER

Sellers should ensure that the vehicle is not under any financing – meaning that any outstanding loans and road taxes should be paid for. The vehicle must also have passed vehicle inspection by an LTA-approved inspection centre before it can be transferred.

For buyers, do make sure that you have a valid vehicle insurance under your name that covers the full period of the vehicle’s road tax.

VEHICLE OWNERSHIP TRANSFER

Here is how you can transfer your vehicle to a new owner in five simple steps.

  1. Sign in to One Motoring using your SingPass 2FA and select the intended vehicle of transfer under ‘Your Vehicle Details’
  2. Fill in the details of the buyer (Identification Number, Full Name, and Mobile Number)
  3. After reviewing, enter the One-Time-Password (OTP) sent to your mobile number to confirm the details
  4. Select your payment method
  5. Wait for the buyer to accept the transaction within five days of your transfer application*

*Note: You can choose to cancel your application anytime before the buyer confirms the transaction.

And you are done! You will receive an SMS notifying you and the buyer that the transaction is successful.

It is important to note that the deregistration process for PARF (Preferential Additional Registration Fee) and COE (Certificate of Entitlement) cars are different. There are also various ways that you can deregister your vehicle.

Be clear about what type of car your vehicle is, as well as the methods of deregistration you wish to opt for before you deregister your vehicle.

VEHICLE DEREGISTRATION

PARF VEHICLES

(a) Scrapyard or Export Processing Zone (EPZ)

  1. Drive / Tow your vehicle to the scrapyard / EPZ
  2. Select the ‘Deregister Vehicle’ function on the One Motoring website and choose the intended vehicle of deregistration
  3. Review the details of the vehicle and confirm
  4. Enter the One-Time-Password (OTP) sent to your mobile number to confirm the details

*Note: Do submit your export details within 14 days of the vehicle being exported from the EPZ

(b) Export

  1. Sign in to One Motoring
  2. Select the ‘Deregister Vehicle’ function and choose the intended vehicle of deregistration
  3. Export your vehicle
  4. Upload your vehicle disposal documents to One Motoring’s Upload Vehicle Disposal Documents’ function within one month of deregistration

COE VEHICLES

(a) Scrapyard or Export Processing Zone (EPZ)

  1. Select the ‘Deregister Vehicle’ function and choose the first option to authorise yourself (or a third party) to scrap the vehicle
  2. The authorised individual must drive / tow the vehicle to an LTA-approved scrapyard or EPZ within 8 days and present their Identification Card, as well as other supporting documents on financial loans and road tax

*Note: Do submit your export details within 14 days of the vehicle being exported from the EPZ

(b) Export

  1. Export your vehicle
  2. Select the second option in the ‘Deregister Vehicle’ function on One Motoring and choose the intended vehicle of deregistration
  3. Select the mode of vehicle disposal and upload the relevant disposal documents
