A Guide To HDB Season Parking

It is no surprise that Singapore is known for its exorbitant car prices. At least with season parking, drivers can save a fair amount of money on parking fees. If you are contemplating on whether to purchase a car or move into a flat anytime soon, read on to find out what kind of season parking permits you are eligible for.

Sold on a calendar month basis, season parking permits drivers to park their vehicles within designated Housing & Development Board (HDB) car parks without the use of parking coupons. 

However, securing a lot in a high occupancy car park can be challenging because these lots are allocated to residents based on the order of priority. On the bright side, each priority group has their own booking date to ensure everyone is given an equal opportunity to apply for season parking. Unlike other vehicles, cars are categorised into two tiers. These two tiers are also applicable to registered flat owners, stall holders or tenants of HDB shops and market stalls.

  • Tier 1: Applies to a resident’s first car of the household. To meet the criteria, residents must be a registered flat owner, occupier or tenant living in the HDB precinct served by the car park. 
  • Tier 2: Applies to the residents’ subsequent cars and all cars of non-residents.

  1. e-Service

You can submit an application to HDB via their Application for New Season Parking e-Service.

Online payment can be made by:

  • Credit Card (Visa or MasterCard)
  • Direct Debit (only Citibank, DBS, UOB, OCBC, and Standard Chartered Bank)
  • You can also renew your season parking through GIRO (if you are eligible to), and get a 2% rebate for every successful transaction.

Alternatively, you can also apply for new season parking via Mobile@HDB.

The quickest method to renew HDB season parking is to register for the GIRO Payment Season Parking scheme or opt for recurring payment by credit card. Both schemes are programmed to automatically deduct money from your bank account every month. Alternatively, if you prefer taking a longer route, you can also manually renew your season parking through these other methods:

If you are changing to another type of vehicle or car park group, you can choose between a permanent or temporary transfer of season parking, but it is subjected to the availability of parking lots.

Permanent transfer of HDB season parking is permitted if you are changing:

  • Car park groups (e.g. you are moving to a different block and wish to switch to another car park group that is closer)
  • Vehicle (e.g. you are changing cars and need to change the registration number attached to your season parking subscription)
  • Vehicle type (e.g. you are switching from car to motorbike)

Temporary transfer of HDB season parking can be done for up to 31 days, but only for the following circumstances:

  • You are temporarily driving a replacement vehicle while yours undergoes repairs
  • Your car changes frequently because you are working at a car dealer or car rental company
    You have to temporarily park elsewhere (e.g. you are living with your parents for a while as your flat is being renovated)
  • Temporary transfers are a bit more troublesome as you could be asked to upload documentary evidence.

Whether permanent or temporary, you can effect a transfer by logging into HDB’s season parking portal with your SingPass and submitting your application online, or through the Mobile@HDB app. You will typically have to pay transfer charges, which vary according to the situation.

To further deter errant motorists, the HDB and Urban Redevelopment Authority (URA) has increased the penalties by 40% for illegal parking offences, coupon and digital parking offences as well as payment evasion at car parks with electronic parking systems (EPS). Refer to the table here for changes in fines. So, abide by the parking rules or be prepared to pay the fine!
